Earth's Mightiest Heroes respond to an impending disaster at a nuclear power plant in Minnesota! The Cobalt Man -- previously assumed dead -- is inside the plant trying to gain access to its reactor. The Avengers are struggling to contain him when suddenly help arrives...in the form of Baron Zemo and the Thunderbolts! Whoa, how is this going to go down? Surprisingly, Cap accepts the T-Bolts' offer of assistance, and the Fixer shuts down the Cobalt Man. But there's a catch! When the T-Bolts depart the plant, they take the Cobalt Man with them -- and immediately put him to work on Project Liberator!
