Will the federal government succeed in doing what the likes of Kang, Ultron, and the Grim Reaper have failed to do through the years? Meanwhile as the Senate proceedings take place, a strange grey creature violently moves thru the New York subway system towards Manhattan! Who's going to stop the mysterious monster once it emerges on the streets? Are the Avengers available...or will red tape keep them in the courtroom?
